Editing How to Create a Fleet Announcement

Please read and incorporate the following information into your Fleet Announcement.  Organizing fleets takes a lot of work and coordination.  The following template will hopefully allow you to easily communicate all the relevant facts in an understandable and consistent manner.  Thank you FC!

## The in-game EVE Year can be obtained by adding 102 to the last three digits of the out-of-game year: 2023 is YC125, for example.

Fleet announcements are always posted in UTC aka "EVE Time".  This avoids confusion when Signaleers from different time zones want to partake in your fleet.  There are a few well known time converters that you can use.  However, here are a couple of the easiest:

** Simple to use and has a "copy link" button

** EVE specific and shows multiple time zones simultaneously
