Hello there,
Fleet announcements are always posted in UTC aka "EVE Time".  This avoids confusion when Signaleers from different time zones want to partake in your fleet.  There are a few well known time converters that you can use. However, here are a couple of the easiest:
all current and future FCs are invited to use [this](https://www.thetimezoneconverter.com/) time converter when setting up a fleet since the one we used to use has been long discontinued and most of those I have seen around the internet are way too convoluted for what they do.
