What is the Encounter Surveillance System?

Located in sovereign Null Security space, Encounter Surveillance System (ESS) Banks stockpile a portion of bounty payments generated by pilots ratting in the system. These sites possess a Main Bank and a Reserve Bank.

Policy

Leadership has carefully considered the potential ramifications of our members actively thieving from the ESS Banks. We believe that there are simply too many ways that accessing these sites could be considered as a violation of our neutrality. Just as we do not allow accessing loot from wrecks that are not blue, participating in an ESS heist to acquire funds from either the Main Bank or the Reserve Bank is a Credo violation.

Caveat

Reserve Bank Keys, found in Low Security space, are needed to access the ESS Reserve Bank. These sites are open to Signal Cartel pilots brave enough to access them.
